China Construction Bank Proposes to Establish a Subsidiary Bank in Kazakhstan

Astana, August 30. Recently, leadership of the Agency for Regulation and Development of the Financial Market of Kazakhstan and the National Bank of Kazakhstan held working talks with Zhang Jinliang, Chairman of China Construction Bank. The two sides conducted in‑depth consultations on the current state of Kazakhstan’s banking sector, practical China‑Kazakhstan financial cooperation, and the proposal for China Construction Bank to set up a subsidiary bank in Kazakhstan.

During the meeting, the Kazakh side briefed on local banking market conditions and regulatory policies. Both parties exchanged views on expanding cross‑border financial services and investment‑financing business matching. Relevant matters are still under discussion and yet to be implemented. If the subsidiary‑bank project moves forward smoothly, it will further broaden channels for China‑Kazakhstan financial cooperation, better serve bilateral economic‑trade and investment projects under the Belt and Road Initiative, and boost connectivity across Central Asia.

China Construction Bank already runs a branch at the Astana International Financial Centre. The planned local subsidiary will expand its business footprint in Kazakhstan and deliver diversified financial support for Chinese enterprises operating in Kazakhstan as well as Kazakhstan‑China trade and investment. Both sides voiced willingness to continuously deepen exchanges and collaboration in the financial sector.
